Uganda · 2008 to 2009 · First General Manager

Wazalendo SACCO, Uganda's largest SACCO

The situation
A newly formed SACCO serving UPDF and Ministry of Finance staff, with no lending systems, no accounting controls and no governance structure in place. The largest SACCO in the country, running on trust rather than process.
What I did
Built the lending, accounting and control systems from nothing. Set credit policy, established loan appraisal, installed reporting, and put a board structure and supervisory committee in place.
What changed
Portfolio at risk held below 2% while the SACCO grew.
Systems built at the start cost a fraction of systems rebuilt after a loss.

Ministry of Trade, Industry and Cooperatives

The situation
A cooperative sector in distress, with weak governance, poor financial management and declining member confidence across the country.
What I did
Developed the national turnaround strategy for the cooperative sector, and the supporting regulations that followed it.
What changed
A national strategy adopted, and a regulatory framework for cooperative governance.
Sector governance fails and succeeds for the same reasons institutional governance does.

AMIR Rwanda

The situation
Microfinance institutions and SACCOs across Rwanda with inconsistent lending practice, weak risk controls and limited digital capability.
What I did
Led a capacity building programme across 22 MFIs and SACCOs, training staff in loan appraisal, risk, compliance and digital finance.
What changed
22 institutions with trained staff in lending, risk, compliance and digital finance.
Training works when it uses the institution's own loan files rather than a textbook.

Cordaid Rwanda

The situation
Business development services reaching national policy but not the district level where enterprises actually operate.
What I did
Led a team strengthening business development services across 14 districts, translating national development policy into district-level practice.
What changed
14 districts with functioning business development service delivery.
Policy is only real when it arrives at the district with someone able to implement it.

UNDP Uganda

The situation
Cooperatives operating in artisanal mining communities with no formal governance, no route to finance and no legal standing.
What I did
Cooperative governance work and support for the formalisation of artisanal mining enterprises.
What changed
Formalisation pathways for artisanal mining enterprises, with governance designed for their reality rather than borrowed from another sector.
Formalisation fails when the governance model is copied from a different sector.

Uganda Cooperative Alliance and IFAD

The situation
SACCO boards with no diagnostic instrument, no mentoring structure and no way to assess their own financial health.
What I did
Developed a SACCO mentoring guide and a financial diagnostic tool under IFAD funding, and trained 125 cooperatives against it.
What changed
An instrument in use by boards across Uganda and the wider region, still in use sixteen years later, and the direct ancestor of the Governance Scorecard.
A tool a board can run itself outlives any consultancy.
Also delivered

Further work across the region.

Additional engagements in Rwanda, Uganda and Tanzania with Enabel, Oikocredit, the Microfinance Support Centre, Mercy Corps, IOM, VSO Tanzania, SEPSPEL and UCCFS, including 250 village savings and loan associations profiled across five districts and 125 cooperatives strengthened. Details available on request.
